Street Child in Mozambique: Since 2019, Street Child has been delivering integrated education, child protection, and livelihood support in crisis-affected areas of Mozambique, particularly in Cabo Delgado. To date, we have reached over 141,000 children and engaged more than 24,000 caregivers, supporting children to be safe, in school, and learning in contexts affected by conflict, displacement, and climate shocks. Our programmes combine accelerated learning, teacher training, and school rehabilitation with community-based protection, case management, and mental health and psychosocial support (MHPSS). We have also pioneered accelerated learning approaches, with up to 91% of out-of-school children reintegrated into formal education, and contribute to strengthening resilient, government-aligned education systems.

Part 1: Role Purpose:

The Skills Development and Livelihoods Manager will support the implementation of a UNICEF-funded digital learning programme titled “Providing Access to Quality Learning through Digital Modalities”, delivered across Cabo Delgado, Nampula, Gaza, and Maputo provinces over approximately 16 months (May 2026 – August 2027).

The role will lead the design and delivery of the programme’s learning-to-earning component, ensuring that digital learning through the Maza platform translates into tangible employment and livelihood outcomes for young people.

The Skills Development and Livelihoods Manager will oversee delivery of digital skills and employability pathways for approximately 1,500 youth across 50 centres, working closely with Digital Learning Coaches to ensure consistent implementation. The role will also ensure that at least 80 youth are supported into internships or employment opportunities, and 70 youth are supported through entrepreneurship pathways, including provision of start-up kits and business coaching.

The role will focus on aligning skills development with labour market demand, strengthening private sector engagement, and ensuring that training pathways are relevant, practical, and result in income generation. Working closely with consortium partners, particularly MozYouth Foundation, the role will be central to bridging education, digital skills, and economic opportunity in crisis-affected contexts.

Part 2: Key Responsibilities

General Responsibilities:

 

  • Comply with Street Child policies, procedures, and safeguarding standards
  • Support delivery of programme objectives in line with donor and government priorities
  • Ensure inclusion of vulnerable youth, including girls and persons with disabilities
  • Contribute to programme learning, adaptation, and reporting
  • Work closely with programme teams, partners, and stakeholders

Specific Responsibilities:

a. Skills Development & Digital Learning Delivery

 

  • Lead implementation of digital skills development through the Maza platform across all programme centres
  • Support Digital Learning Coaches to ensure effective delivery of youth-focused digital learning pathways
  • Ensure training is aligned with local labour market needs and youth aspirations
  • Oversee development and adaptation of relevant content, including co-created digital modules

b. Learning-to-Earning Pathways

 

  • Design and oversee pathways from training to employment, entrepreneurship, or further skills development
  • Ensure achievement of programme targets for youth transition into earning opportunities
  • Support identification, selection, and tracking of youth participants across pathways
  • Work closely with programme teams to integrate life skills, employability, and career guidance

c. Private Sector Engagement & Employer Networks

 

  • Build and maintain relationships with private sector partners, employers, and training institutions
  • Align skills training with labour market demand and emerging opportunities
  • Facilitate internships, apprenticeships, and job placements for youth
  • Support development of sustainable employer engagement mechanisms

d. Entrepreneurship & Livelihoods Support

 

  • Design and deliver entrepreneurship support programmes, including business skills training (financial literacy, marketing, operations)
  • Oversee provision of start-up kits and in-kind support for selected youth
  • Provide or coordinate ongoing business coaching and mentoring
  • Support development of micro-enterprises and income-generating activities

e. Implementation Quality & Performance Monitoring

 

  • Monitor delivery and quality of skills and livelihoods components across all centres
  • Track progress against targets (participation, completion, employment outcomes)
  • Work closely with MEAL team to ensure data collection and use for programme improvement
  • Support adaptive management based on performance data and feedback

f. Coordination & Partnership Management

 

  • Work closely with consortium partners, particularly MozYouth Foundation, to deliver learning-to-earning pathways
  • Coordinate with Digital Learning Coaches to ensure integrated delivery across centres
  • Engage with government stakeholders and local authorities to align with national strategies
  • Participate in coordination meetings and contribute to programme planning

Education / Qualifications

Essential

Degree in Education, Economics, Development Studies, Business, or related field

Desirable

Postgraduate qualification in livelihoods, TVET, or related field

Experience and Knowledge

Essential

 

  • Minimum 5 years’ experience in youth skills development, livelihoods, or employability programming
  • Experience designing and implementing TVET, youth skills, or entrepreneurship programmes
  • Experience supporting youth transition from training to income generation
  • Experience working with private sector partners and building employer networks

Desirable

 

  • Experience delivering skills development through digital or blended learning platforms
  • Experience in humanitarian or low-resource contexts
  • Experience managing start-up support or cash/in-kind assistance mechanisms
  • Experience working with youth in crisis-affected or displacement contexts
