Street Child in Mozambique: Since 2019, Street Child has been delivering integrated education, child protection, and livelihood support in crisis-affected areas of Mozambique, particularly in Cabo Delgado. To date, we have reached over 141,000 children and engaged more than 24,000 caregivers, supporting children to be safe, in school, and learning in contexts affected by conflict, displacement, and climate shocks. Our programmes combine accelerated learning, teacher training, and school rehabilitation with community-based protection, case management, and mental health and psychosocial support (MHPSS). We have also pioneered accelerated learning approaches, with up to 91% of out-of-school children reintegrated into formal education, and contribute to strengthening resilient, government-aligned education systems.

Part 1: Role Purpose:

The MEAL Officer will support the implementation of a UNICEF-funded digital learning programme titled “Providing Access to Quality Learning through Digital Modalities”, delivered across Cabo Delgado, Nampula, Gaza, and Maputo provinces over approximately 16 months (May 2026 – August 2027).

The MEAL Officer will be responsible for ensuring that high-quality, timely, and reliable data informs programme delivery, decision-making, and reporting. The role will lead on the design and implementation of the programme’s MEAL systems, including baseline and endline assessments, routine monitoring, data quality assurance, and accountability mechanisms.

A central function of the role is to support data-driven programme management, ensuring that dashboards, monitoring data, and field insights are actively used to improve implementation fidelity, strengthen teaching and learning outcomes, and support adaptive programming.

Working closely with the Project Manager, Digital Learning Coaches, consortium partners, and government stakeholders, the MEAL Officer will play a key role in strengthening evidence, accountability, and learning systems across a multi-province, digitally enabled education programme.

Part 2: Key Responsibilities

General Responsibilities:

 

  • Comply with Street Child policies, procedures, and safeguarding standards
  • Support delivery of programme objectives in line with donor and government priorities
  • Ensure monitoring systems capture inclusion of vulnerable groups (girls, children with disabilities, out-of-school children)
  • Contribute to programme learning, adaptation, and reporting
  • Work closely with programme teams, partners, and stakeholders

Specific Responsibilities:

a. MEAL Framework & Monitoring Systems

 

  • Develop and maintain a comprehensive MEAL plan aligned with programme outputs, indicators, and UNICEF requirements
  • Design and standardise monitoring tools, data collection protocols, and reporting formats
  • Ensure integration of digital monitoring systems, including dashboards and platform data (Learning Passport, Maza)
  • Oversee routine monitoring across programme sites (schools, centres, MPCs)

b. Baseline, Endline & Data Quality Assurance

 

  • Lead the design and implementation of baseline and endline assessments
  • Develop appropriate methodologies, tools, and sampling approaches
  • Ensure data is disaggregated by sex, age, and disability
  • Conduct regular data quality checks, verification, and validation exercises
  • Maintain indicator tracking systems and ensure accurate, timely reporting

c. Data Use & Adaptive Programme Management

 

  • Support use of dashboards and monitoring data to inform programme decision-making
  • Participate in and support monthly performance review processes
  • Provide actionable insights on access, attendance, usage, implementation fidelity, and learning progress
  • Support programme teams to adapt implementation based on evidence

d. Accountability & Safeguarding Systems

 

  • Establish and monitor Feedback and Complaints Response Mechanisms (FCRM) across programme sites
  • Ensure systems are accessible, confidential, and inclusive
  • Support integration of safeguarding and accountability into programme monitoring
  • Track, document, and support timely resolution of feedback and complaints

e. Learning, Reporting & Knowledge Management

 

  • Lead learning reviews, reflection sessions, and after-action reviews
  • Document lessons learned, good practices, and case studies
  • Produce high-quality MEAL reports and contribute to donor reporting
  • Support communication of programme results and evidence

f. Capacity Strengthening & Partner Support

 

  • Provide technical support and mentoring to programme staff and partners on MEAL systems
  • Strengthen capacity in data collection, analysis, and use
  • Support joint monitoring visits with partners and government stakeholders
  • Ensure alignment of MEAL approaches across consortium partners

Attributes

Education / Qualifications

Essential

Degree in Monitoring & Evaluation, Statistics, Social Sciences, or related field

Desirable

Postgraduate qualification in M&E, data analysis, or related field

Experience and Knowledge

Essential

 

  • Minimum 3-5 years’ experience in monitoring and evaluation roles
  • Experience in education, humanitarian, or development programmes
  • Strong experience in data collection, analysis, and reporting
  • Experience with digital data collection tools (e.g. Kobo, ODK, CommCare)

Desirable

 

  • Experience with UNICEF or UN-funded programme
  • Experience with digital learning or EdTech programmes
  • Experience setting up accountability and safeguarding monitoring systems
  • Experience in multi-site or consortium programmes
