Internacional, a development and humanitarian organization in Mozambique since  1986 with offices in more than 100 countries and part of a large international federation, seeks to hire a dynamic and experienced Senior Program Support Manager based in Maputo. POSITION: Senior Program Support Manager REPORT TO: Country Director  LOCAL: Maputo Job Summary: The Senior Program Support Manager is responsible for leading and overseeing  procurement, logistics, supply chain, administration, asset management, and fleet operations  across all CARE Mozambique offices.  Reporting directly to the Country Director (CD), this position ensures the smooth and effective  functioning of support services, with a focus on operational efficiency, compliance with donor  requirements, risk mitigation, and high-quality service delivery. This individual will supervise managers and coordinators across key functional areas— procurement, logistics, fleet, and administration—ensuring that operations align with  organizational goals and donor expectations. A major focus will be to promote consistent  coordination between headquarters in Maputo and field locations, driving alignment, resolving  operational bottlenecks, and optimizing resource use. The Senior Manager will also work closely with program teams to ensure that support  services are synchronized with programmatic needs, facilitating smooth program  implementation and delivery. The role requires collaborating with program managers to  anticipate operational demands and proactively address challenges. The Senior Program Support Manager will lead process improvements, enhance internal  systems, and identify operational risks, ensuring robust support structures are in place for  program delivery. This position will also foster a customer service-oriented culture within the  Program Support function, meeting the needs of both internal teams and external  stakeholders. Leadership and Oversight of Managers and Coordinators (20%) 
  • Provide strategic oversight to managers and coordinators across key functional  areas, including procurement, logistics, fleet management, administration, and asset  management.
  • Ensure alignment between support functions and organizational goals by setting clear  objectives, priorities, and performance standards.
  • Drive coordination between CO in Maputo and field offices, ensuring consistency in  processes and alignment with operational standards.
  • Foster a collaborative environment where managers and coordinators work  effectively across departments and locations.
  • Conduct regular performance reviews, coaching, and feedback for managers and  coordinators, ensuring continuous professional development.

Coordination with Program Teams (20%) 

  • Collaborate closely with program managers to align support functions with  programmatic needs, anticipating operational challenges and solutions. • Facilitate coordination between the Program Support team and program  implementation teams, ensuring smooth delivery of services.
  • Develop systems to track and respond to operational requirements from program  teams, ensuring timely and efficient support.
  • Promote proactive communication and planning between program and support teams  to prevent delays and improve delivery outcomes.

Procurement and Supply Chain and Logistics and Fleet Management (30%)

  • Oversee procurement operations, including planning, supplier selection, contract  management, and compliance with donor and CARE policies.
  • Ensure the procurement team follows value-for-money principles by encouraging  strategic planning and bulk purchasing.
  • Monitor and report on procurement performance, addressing issues proactively to  avoid disruptions
  • Lead asset management efforts by ensuring proper tracking, reconciliation, and  reporting of all CARE Mozambique assets.
  • Oversee logistics operations to ensure the smooth movement of goods, supplies, and  equipment to all offices and program sites.
  • Manage fleet operations, including vehicle maintenance schedules, driver  management, fuel tracking, and cost recovery mechanisms.
  • Ensure logistics teams are prepared to support emergency operations when required,  coordinating effectively with program and field teams.

Process Improvement and Risk Management (15%) 

  • Strengthen internal operations.
  • Ensure compliance with labor laws, safety regulations, and CARE policies to maintain  operational excellence.

Financial Monitoring, Compliance, and Reporting (10%) 

  • Manage the Program Support budget, ensuring compliance with CARE and donor  guidelines.
  • Monitor budget versus actuals monthly, taking corrective actions as needed to ensure  financial accountability.
  • Consolidate and review reports from managers and coordinators, including  procurement performance, vendor verification, and asset reconciliation, for  submission to senior leadership.
  • Ensure internal controls are followed to mitigate financial and operational risks.

Qualifications/ Experience/ Technical Skills 

  • Bachelor’s degree in Business Administration, Logistics, Supply Chain Management,  or a related field (or equivalent experience).
  • 5-8 years of experience in operations, procurement, logistics, or administration  management.
  • At least 5 years of experience in staff management and procurement leadership.
  • Knowledge of supply chain, asset management, and fleet management protocols.
  • Strong understanding of contract management and operational best practices.
  • Familiarity with donor regulations and compliance requirements (e.g., USAID, EU,  etc.).
  • Proficiency in budgeting, financial reporting, and monitoring systems.
  • Excellent analytical, negotiation, and communication skills.Ability to lead a team,  manage competing priorities, and work under pressure.
  • Proficiency in both Portuguese and English.
  • Level 3. Advanced Problem Solving & Strategic Decision-Making
  • Analyze complex operational challenges across procurement, logistics, fleet, and  administrative functions, ensuring minimal disruption to program delivery.
  •  Develop and implement innovative solutions to streamline processes and improve  cross-office coordination, resolving bottlenecks efficiently.
  • Manage competing priorities from multiple stakeholders, including program teams,  donors, vendors, and government entities, balancing urgent needs with long-term  goals.
  • Use data-driven decision-making to optimize resource allocation, track performance,  and enhance operational efficiency.
  • Identify and mitigate risks proactively, including supply chain disruptions, compliance  issues, and financial inefficiencies, to ensure smooth operations.
  • Lead collaborative problem-solving efforts by bringing together cross-functional  teams to address challenges in real time, ensuring timely and effective solutions.
  •  Adapt quickly to changing environments, such as emergency situations or shifts in  donor requirements, to maintain business continuity.
